Planning Consent For Southampton HMO

Goadsby has obtained retrospective planning permission for the use of the 1st floor of 70 Millbank Street, Southampton, as a house in multiple occupation. Situated above Browns Public House (formerly the Coopers’ Arms), the accommodation originally comprised a function room and flat for the landlord. The permission provides a home for four unrelated people to live under the same roof.

The consent was granted despite objections from the Environment Agency on flood risk grounds. However, Southampton City Council accepted that the residential occupancy – and hence the risk – was no different than previous levels, as can be evidenced by this historic photograph. It is not known whether the heroic rower was attempting to leave or gain entry to the pub at this time of crisis!
